Beginning July 1, 2026, qualifying California legislative bodies must meet additional public-meeting access and translation requirements.

What is California SB 707?

California Senate Bill 707 amended the Ralph M. Brown Act by adding remote-access, public-participation and translation requirements for specified local legislative bodies.

Eligible bodies must translate meeting agendas and a dedicated public-meeting webpage into applicable languages. Agenda translations must include instructions for joining remotely and any registration required for public comment.

The statute expressly permits digital translation services.

What are “applicable languages” under SB 707?

A language must meet both statutory 20% thresholds using the most recent American Community Survey: it must be spoken by at least 20% of the applicable population, and at least 20% of those speakers must report speaking English less than “very well.”

When more than three languages qualify, the three spoken by the largest percentages of the population apply. An eligible body may use another sufficiently reliable data source after making the finding required by the statute.

Which public bodies are considered eligible under SB 707?

SB 707 defines an eligible legislative body as:

• A city council of a city with a population of 30,000 or more
• A county board of supervisors serving a population of 30,000 or more
• A city council located in a county with a population of 600,000 or more
• The board of a special district that has a website and meets specified population, workforce or revenue conditions

Some transit, water, library or other district boards may qualify under the special-district criteria. Agencies should confirm their own status rather than assuming that every body subject to the Brown Act falls under the SB 707 translation provisions.
